From the fact that neither man B nor man C gives an answer, we can conclude that both of these men have insufficient information to determine the color of their hats. Let us start with man C. He must see at least one white hat on the heads of man A and man B (if he saw two black hats, he would know that he is wearing a white hat). Therefore, man B knows that he and/or man A is wearing a white hat. Since he cannot give an answer, he must see a white hat on man A's head (if man B saw man A wearing a black hat, he would know that he himself is wearing a white one). From the fact that neither man C nor man B can answer the jailer's question, man A finally concludes that he is wearing a white hat!
